According to data from Israel, at least 98 detainees from Palestine have lost their lives while in custody beginning in October 2023. A human rights group located in Israel has indicated that the true figure is probably considerably larger, as a result of many of missing detainees from Gaza.

Even with the overall count of fatalities documented being substantially larger than earlier projections, it probably fails to capture the complete extent of Palestinian casualties, according to the director of the prisoners and detainees department.

“Even though we are providing evidence for a larger total of casualties than once estimated, this is not a full picture,” he said. “We are confident that there are still detainees who perished in custody that we have not identified.”

Civilian Casualties

Classified official information shows that the vast majority of Palestinian detainees from Gaza who perished in detention were civilians, according to a parallel examination.

In May of 2024, a military intelligence database tracking all combatants in Gaza, a registry of in excess of 47,000 identified persons, documented only 21 deaths in custody. At that time, 65 individuals from Palestine from Gaza had perished in jail.

Custodial Environment

“During the time these measures remain in effect, every Palestinian in detention faces risk, including the those in good health, even the juveniles who have no underlying conditions.”

Notable Incidents

Some deaths in detention have been high profile, including a senior hospital director who perished in confinement after four months in custody.

A prisoner incarcerated with the deceased stated that he was brought to the exercise area by prison staff just prior to his demise, obviously hurt and naked from the hips downward. His corpse has not been repatriated to Gaza.

Further inmates who died in Israeli custody are unidentified. The prison service and armed services supplied researchers with the number of fatalities in detention, and basic additional information including the site where they perished, but not the detainees’ identities.

Documentation Problems

In 21 cases, mostly detainees from Gaza, analysts were unable to connect the few details supplied by authorities to a fatality registered by advocacy bodies, via accounts from freed prisoners or coverage in the press.

The prisoners’ relatives could be unaware about their relatives’ casualties as well, as Israel has impeded efforts to track Palestinian individuals it is detaining.
